The most damaging aspect of the current capital formation
behavior is the requirement that the investment package be at least three
million. The Founding Committee observes
that most start-up companies, with any true product value, needs only less than
$50,000. Acquiring a patent pending
status can cost less that $100.
We have a process patent application outlined that describes how Ontology Stream Inc’s Ontology Referential Bases (ORBs) are used to produce a new generation of semantic technology for retrieval and metadata tagging. A group of scholars have been looking at this patent application.
We are attempting to establish not simply a single piece of property but also to lay the foundation for a large number of additional patent applications made by innovators.
At our December 8th meeting, some of the Founders will discuss this process patent application just briefly so that we commonly share a sense of what is coming down the road.

The mission of the Not For Profit corporation BCNGroup Inc (Chantilly Virginia) is to facilitate scientists and technology innovators. BCNGroup supports their need to patent new techniques, processes and algorithms supporting technology mediating individual human knowledge experience and human knowledge sharing within communities.
The US patent law is clear that an inventor can actually talk about and publish a new core concept and make public descriptions regarding reductions to practice for up to a year, and still have the right to patent. In fact, the inventor can publish the core concept and make public descriptions regarding reductions to practice for 12 months, and then file a provisional application at a cost of $80.
Software templates for formatting provisional applications are available from the Internet. The application can be simply the public descriptions themselves if these descriptions are formatted in a proper fashion. No “claims” section is required and this single thing makes the communication of an concept and reduction to practice much more easy for those not trained in patent legalese.
The core dataRenewal Inc "process invention" occurred on Dec 1, 2003 using concepts that the community has been working on for some time. Of course concepts are entangled with each other. Many in the community feel that it is most appropriate to make new inventions public domain. Often there is a hard choice between (a) letting it disappear or (b) making it public.
All inventor-type personalities working in the software industry face a troublesome dilemma. Not making the invention public domain by publishing often means that the employer obtains a right of ownership that often inhibits the continuation of the inventor’s work. Often, the employer does not have a business model, or the employer does not have the attention span to understand the invention. Many times the employer simply does not care. Many of the leading knowledge scientists are experiencing this dilemma. This is one reason why the BCNGroup Founders have focused on developing the national curriculum. If no one understands, no matter how truly simple it is, then ownership of patents provides zero income. So why bother?
For change to occur there must be change.

Almost no one would claim that the current class of venture capital entities has the behavioral qualities to bring deep innovation into the marketplace. Is this correct?
We conjecture that more holistic business behavior will produce immediate financial gains. The basis for this conjecture lies in a general systems analysis both of the current Venture Capital behavior, which we the Founding Committee observes is largely predatory in nature, and the social need for Information Production Systems based on true knowledge technologies. Our scientists did not coin the term “vulture capital”, a term well known within the innovative community.
The Efficiency Gap is created because of the system properties found in the current capital formation environment. The term “Efficiency Gap” is discussed in Bob Stone new book, “Confessions of a Civil Servant, lessons in changing America’s government and military”, Rowman & Littlefield Publishers, Inc (2003).
The current community of business minds and holders of venture capital wealth have not shown an interest in the foundation to the knowledge sciences, and thus are not at present prepared to understand the difference between Information Technology (IT) and Information Production (IP). The BCNGroup Founders would like to change this situation for the benefit of investors and consumers.
The Congressional Bill would provide $60,000,000 to the
four major universities in Washington DC.
We make the judgment that the Virginia Center for Innovative Technology would benefit from participation with KMPro and BCNGroup in the National Project proposal. Some part of the management of the interface between the national Project and the IT sector in Northern Virginia would be consistent with BCNGroup principle. The involvement by CIT would be in line with the CIT Charter and Mission statements.
Due to a decades long preparation process, there is (10/2/03) an active consideration within the Senatorial staff community on the BCNGroup Inc’s proposed congressional bill with a National Focus

Academic chairs would be endowed in each of these four universities and these four Chaired professors would collaborate with the Community of Scholars in developing a curriculum for both knowledge science and knowledge technology. The Chair of the George Washington Center is prototyped at (relationship FCC, FTC and agencies) and (relationship to the world’s scholarship).
One anticipated indirect effect is the ignition of the Northern Virginia "knowledge technologies corridor". There are really three steps to be discussed.
1: how to continue doing what we have been doing successfully for over a decade
2: how to combine political forces to justify to Senator Warner's office - and to two other Senators - the introduction of a Senate Bill to Establish the Knowledge Sciences as an Academic Discipline with curriculum. This has been talked about now since 1992.
3: actually conducting the necessary side activities so that
3.1: KMPro provisions a distance learning, university accredited, program with both the existing Industry oriented knowledge technology curriculum and a new science based knowledge science curriculum
3.2: Center of Innovative Technology channels start up funding based on the BCNGroup knowledge technology company incubator model.
The provision of a distributed Center of Excellence at the four major universities in D.C., should have a two-year time frame. At the end of this time, the Center of Excellence would be self-sustaining due to a number of factors.
A group of horizontal technologies will be integrated into
distance learning modules and other forms of curricular offerings.
The Founding Committee of the BCNGroup Inc has focused on generating knowledge technology type branding language, as various new knowledge technologies are developed. A mature and consistent language is reinforced by the development of the National knowledge technology curriculum and by good business practices (based on the new BCNGroup Inc model).
We expect that a number of new companies will develop within a short period of time. These companies are supported by a core group of horizontal technologies like those provided by OSI, ATS, Entrieva, Instant Index Inc and Text Analysis International Inc. The Founding committee is aware of other potential horizontal technologies that have not as yet been seen by the commercial markets. In each case a core group needs to develop considerable benchmarking of the technology over test collections of various sizes and within various use cases. This preliminary work prepares the horizontal technology for the market. But all one really needs is the horizontal technologies packaged in an accessable fashion, ie in Software Development Kits (SDKs).
In developing the branding for these SDK there is something that we, the Founders, can miss and thus lose economic gains for the group. We have to prepare. We expect the development of 3 - 5 Limited Liability Partnerships (LLPs) for each horizontal innovation, like Instant Index, each developing out a separate product and having a separate space. We need to understand the small needs of these LLPs.
The BCNGroup Inc (in a Not For Profit model) templates the formation of for profit knowledge technology companies each one with a separate SDK produced product. We believe that most vertical products might be fully developed for less than $25,000, in direct hours, over the term of say 2 months (60 days) – given a high quality Knowledge Technology SDK (KT-SDK). KT-SDK is a generalization of the SDK and this is what the BCNGroup Inc has templated.
How about a business plan that invests

$1,500 million within six months?
Example: We reuse the DataRenewal LLP formation template but with 60 days rather than 9 months as the development term. We have an silent partner investment of $50,000 rather than $250,000. The horizontal technology provider Instant Index Inc and OntologyStream Inc supply the two SDKs as part of the technology contribution. The software is developed platform independent and independent of .NET and J2EE.
As an example of the use of a KT-SDK, (Knowledge Technology SDK) we are developing evidence on what the III-index can do in term of mapping out the contents of an e-mail folder.

Notice, for example, that “spamcontrol.com” leads one directly into the spam/porn world where those enterprises attempt to control the browser and load Visual Basic code onto one’s own computer. Then “protective” services are offered. These people have a true memetic disease. Treating their sickness, as a sickness, will mean that they, when healed, can use their creative imposes for the betterment of something rather than for the production of spam. These folks are organized and live in the shadows – but are often employees of the name brand companies we are all familiar with.
Fact:
A single user controlled anti-spam software application can be quickly
developed that uses the III-engine with ORBs to visualize the effects of
routing most of the spam into a delete folder.
Observation: The market just does not
seem to have anything that addressed this problem and perhaps one reason is
because no one creates an inverted index, of any kind except in very limited,
artificially limited, cases. This
observation requires some thought about the effects of “ownership” and
Non-disclosure agreements.
No one with financial resources has developed an inverted-index type technology that then uses some plain vanilla profile, data model, to rout the offending text away from the main in-box. This “patentable idea” is not brain science, just insight and kindness to the world (in providing the tool that shuts this spam industry down). If one knows the computer science, and we do, then this is not a hard problem to solve at the desktop – if one gives end users control. Microsoft Inc could have done this a decade ago and made this a no-cost feature of the Outlook exchange application. But they do not do this. Why?
If each person exercises a unique-to-them anti-spam filter then the spam industry would not be able to win in the battle that they are now winning. We conjecture that profit is not what is motivating these people. The memetic disorder is the motivation, we conjecture. Those most bothered by this memetic disorder, will spend the creativity needed to understand how to win the one on many spam war.

At the same time, the principles of the knowledge sciences are introduced, widely to the public, to make it clear that individual rights to privacy and the control over owns information space is essential to a healthy community. There are 30 million potential buyers of this software in the US alone.
