I extended the discussion, at

and moved the discussion into one that I am making regarding reform of the freshman mathematics and computer science curriculums.
Without public understanding of the issues related to computer science there can be no progress on overcoming the entrenchment that is seen in the government support for failed and failing IT paradigms.
So the issue is political at this point.
I have recently created The Taos Institute, and we have based the economic foundation on the art markets.
But the goal is to create a Santa Fe Institute type institution that can deal with the social and political issues that is core to advancing a new curriculum, one that prepares citizens for discussion about "machine intelligence" and "semantic web".
