According to your line of thinking, and knowing from experience the defects of the current processes I am advocating a methodical and technological division of labour within intelligence:

 

- "Context development" through the development of adequate ontologies (with an open eye to the problem of  defining adequate over time)

 

- "Collection" in order to collect the relevant (with an open eye to the problem of defining relevance over time)

 

- "Interpretation" to give the appropriate meaning to the methodically right and adequately collected information.

Dear Friends:

 

In the US, we have evidence, in the bead games, of many offers to bring anticipatory web technology to the US DHS and IC and to society in general.

 

The bead games are indexed by Readware, conceptual roll-up. 

 

We also have a record of the Emperors New Cloths phenomenon, as a general system property of the information science procurement process.

 

So the conference that the BCNGroup asked, in 2003, Dr David Alberts, at the Office of Secretary of Defense, to convene has not been funded.

 

Like wise, discussions about a "Special NSA project", with Overman has not lead to any activity other than an ignoring of the possibility.

 

So we now look to Europe as the place where the Semantic Web and the Anticipatory Webs to first form.
