I have read your "Open Letter to Congress" and wish to offer some advice.
The writers of the
letter demonstrate that they do not have a good understanding of their target
readership. The letter is chock full of jargon and references to esoteric
academic concepts.
The letter is written in an annoyingly passive style that makes it very unclear as to what the author is trying to say and, more importantly, what the reader is supposed to think. The letter seems to be written more for the benefit of the author's ego than to urge any action by the reader.
If you wish to get anyone in congress to read an "open letter" then you should style the letter to fit fast paced needs. In other words, you should dumb it down.

The point of view expressed by this individual is quite typical of a specific type of person. There is no reflection on any positive aspect about the two-page Open Letter. There is an assumption that long-term endemic issues cannot be addressed by members of the Congress, due to a “fast paced” political environment. There is an assumption that advice offered is correct advice that must be followed. There is an insult in the claim that ego is all that is motivating our work and our attempt to communicate.
